How Do Computers Skip Small Errors
You will find that the boot after a clean Windows install will take longer than it used to, a lot longer. When you buy a new computer and want to do a clean Windows install, it is very important to update all of the drivers fully before doing so. The reason being that some new computers skip RAM tests during POST (poweron self test), leaving errors behind in the memory. These errors will cause a long delay at boot time, as well as instability with the operating system.
If your PC has been out of production for several years (like twenty or more) the chance of RAM errors is not very great, and if you were going to be replacing the motherboard anyway, you might choose not to replace the RAM at this point. The BIOS of IBMcompatible PCs is a program which resides on a chip on the mainboard (sometimes called firmware). This program, usually stored in EEPROM in modern systems, contains all the instructions necessary to read the hardware configuration and perform a poweron selftest (POST) prior to launching the operating system.
The BIOS contains code to initialize and test all devices used by the computer. PC BIOSes also include a lowlevel interface for input/output devices. It's extremely easy to skip the POST RAM check. In fact, it's designed to let you skip it (not counting the case of a corrupted BIOS). The main cause of this bug is that we are actually skipping RAM test because we require a particular status on the buses of our computer before the CPU begins executing anything else.
In order to do that, we need a sort of "memory probing" hardware which sends test signals across all the ports and latches them at their outputs. In the old days, RAM chips had to be assembled with a lot less care than today's chips which meant that roughly one in every 64 chips (2^x) would fail. That may not seem like a lot, but given that you probably only tested a hundred RAM chips, you'd be lucky getting ten good ones.

To make the problem even more difficult, I built my own computer and had to get used to using an AMI MegaHAL120 (a very primitive BIOS), which checked all RAM upon boot until I enabled a RAM test subsection of the Basic Input/Output System (BIOS) setup.
