Like others have already said, it seems like he is more interested in getting his project done regardless of its quality than getting paid. I don't think withholding payment will speed up the process though, so I guess you have to be patient and give him plenty of time. Hopefully you haven't already made payments for the work you've already done, then you can stop paying him immediately if he fails to do anything for multiple days in a row.

I think I'm going to pay builder for the work he's done and send . another $250 to my daughter, then do a chargeback. That doesn't seem very ethical to me, as it means I get the work for free and my daughter still doesn't get her money. builder is responsible for skip removal, the tenant is responsible for keeping it clean as per terms. The skip you mean? The tenant bought one, as he was advised to when I showed him what could be done and that the council charge you to take ones away. The skip has been paid for but it appears the builder thinks he can sublet his work or something. I don't yet know what the extra people were doing there (as in "I don't know who they are") although they must have done a whole days work on the allotment because they piled it all up before leaving.
