I recently spoke to a relative who had put his wheelie bin out, ready for collection. In this case, it was full because someone had dumped rubbish into it overnight when it was left out for collection. The culprit was most likely the householder himself or herself. When the waste arrived at the recycling centre, the council found items in the bin which shouldn’t be there – and returned them to the address. He was annoyed at a neighbour for dumping rubbish in his bin so he contacted the local council two times – and both times they advised him to collect the rubbish himself rather than putting on gloves and taking it out with him. A resident in a block of flats complained to the council that someone had put rubbish in his bin which was causing it to smell. The council investigation was based on the premise that the bin lid could only be opened if there was space inside for the lid to move and allowing it to pop open was clearly a nuisance.
Penalty For Fly-Tipping
